Well, not really or at least it is not the same as with humans!
While some dogs may enjoy the experience, fans might not be efficient enough with the dogs. Fans cool by evaporating sweat, and since dogs do not sweat, fans do not work very well with the dogs. On the other hand the moving air encourages evaporation from the mouth and also improves cooling at the ears. Depending on the coat thickness moving air can also improve cooling along the surface of the body.
If you want to use a fan to cool down the dog then you may first try wet your dog, e.g. with a spray bottle – this can improve cooling.
